State Incentive Cooperative Agreement

Request for Proposal for Evaluation Services

Under the leadership of the Governor, Nebraska has commenced activities of the Nebraska State Incentive Cooperative Agreement (SICA) to develop and implement a comprehensive statewide substance abuse prevention plan for the purpose of eliminating or significantly reducing substance abuse in youth ages 12-17 by creating a coordinated state prevention system that assists communities to assess local substance abuse needs and select and implement locally-appropriate, effective, and scientifically-defensible substance abuse prevention policies, practices, and programs. The State of Nebraska Office of Mental Health, Substance Abuse and Addiction Services (OMHSAAS), in partnership with the Substance Abuse and Mental Health Services Administration's Center for Substance Abuse Prevention (SAMHSA/CSAP), is issuing this Request for Proposals, Service Contract Award Number 195-Z1 for the purpose of selecting an experienced and qualified SICA evaluator to provide comprehensive evaluation services for the implementation of the Nebraska State Incentive Cooperative Agreement.
